Proposed Revision to the Tims Ford Reservoir Land Management Plan
Note: The Tims Ford RLMP is currently on hold during the transition of the Chief Executive Officer (CEO). Until a new CEO is appointed and updated on the proposed revisions to the Tims Ford Reservoir Land Management Plan, TVA must place the final decision on temporary hold. We are in the final stages of the review process and will be posting a new timeline for completion on this webpage as soon as it can be determined. TVA is proposing a revision to the 2000 Tims Ford Reservoir Land Management Plan (RLMP) in Franklin and Moore counties min Middle Tennessee. TVA has reviewed the current land use allocations on the 4,685.5 acres of TVA-owned land around Tims Ford Reservoir to determine where changes may be needed. Based on this review, TVA has prepared an environmental assessment (EA) reviewing four possible alternative actions and has determined that approximately 12.0% of TVA lands may be impacted. TVA develops RLMPs to guide land use approvals, private water use facility permitting, and resource management decisions on TVA-managed public land. Please note that you will also see the 2000 RLMP referred to as the 2000 Reservoir Land Management and Disposition Plan, but these are the same documents.
The revision of an RLMP must be consistent with the TVA Land Policy, the Natural Resource Plan and TVA’s Comprehensive Valleywide Land Plan. The four RLMP alternatives under consideration by TVA would be consistent with TVA’s CVLP and the proposed allocation changes under Alternatives B, C, and D would result in minor changes to the target allocation ranges for the 293,000 acres of TVA-managed public land. Draft Environmental Assessment
TVA has prepared an EA addressing the environmental impacts of the proposed revisions to the RLMP. The proposed revisions are the result of TVA’s initial review of the suitable uses of parcels as well as input from the public (60-day public scoping period beginning in June of 2024). Based on public scoping input, it was determined that there should be four alternatives analyzed, as described below. Based on continued analysis and public input from this comment period, TVA may choose one of these four alternatives, or a blended alternative of two or more alternatives.
Any development or activity proposed in the future on public land will be subject to TVA approval pending the completion of a site-specific environmental review to evaluate the potential environmental effects of the proposal. As necessary, TVA would impose any necessary mitigation measures as conditions of approval for the use of public lands to minimize adverse environmental effects.

Under all alternatives, TVA lands are planned as appropriate under the TVA Land Policy, Shoreline Management Policy, current land use, and based on current information as provided by staff, deed, and database information. Detailed explanations of Alternative B, C, and D’s impact to Zone 8 parcels can be found in Appendix C of the Draft Tims Ford RLMP, the excerpt of which can be found here. Illustrative examples can also be found in the sidebar. An overview of each alternative is below.
Alternative A – No Action: TVA would continue to use the 2000 RLMP, but would update the zones to match the current terminology. The Zone 8 allocation would remain part of the Tims Ford RLMP.
Alternative B – Preferred Alternative: TVA would remove the Zone 8 allocation from the Tims Ford RLMP. Most parcels would be reallocated to a Zone 7 with a few parcels or portions of parcels reverting to a Zone 4 allocation. However, it would keep certain restrictions in place on the newly formed Zone 7 parcels represented with an orange line (Zone 7 with Restrictions). In the case of Alternative B, conservation easements would no longer be required. However, community facilities managed by a state-chartered homeowners’ association would still be a requirement. In some limited cases, shared facilities could be an option. Illustrative examples of what Alternative B might look like can be found here. Alternative C: TVA would keep the Zone 8 allocation in the Tims Ford RLMP. Conservation easements and community facilities would still be required. However, some updates would be made to the language in the Zone 8 criteria and permitting criteria to allow for more flexibility where possible. Some parcels or portions of parcels would revert to a Zone 4 allocation. Illustrative examples of what Alternative C might look like can be found here. Please note that all of these examples are general examples and are based on the information in the draft which is subject to change.
Alternative D: TVA would remove the Zone 8 allocation from the Tims Ford RLMP. Most parcels would be reallocated to a Zone 7 with a few parcels or portions of parcels reverting to a Zone 4 allocation. However, it would keep certain restrictions in place on the newly formed Zone 7 parcels represented with an orange line (Zone 7 with Restrictions). In the case of Alternative D, conservation easements would no longer be required. Community facilities would not be required. However, a calculation based on the original size facility approved for the parcel in the 2000 RLMP, the amount of total amount of shoreline on the parcel and the length of shoreline available to the backlying owner would be calculated by TVA to determine what size facility can be approved for each lot or tax parcel. Please note that many tracts of land in the Tims Ford RLMP do not have parcel numbers or parcel descriptions. These areas were planned with unique allocation types such as “Deeded Access Subdivisions” and “Parks (State and Local)” due to the partnership effort with TDEC. However, these unique allocation types have been interpreted for the public’s convenience using TVA’s current allocation system.
