Spring Valley Solar Project

TVA issued a Record of Decision (ROD) outlining its decision to adopt the preferred alternative analyzed in the final environmental impact statement (EIS).
In December 2025, TVA finalized the EIS assessing the environmental effects of constructing, operating, and maintaining a proposed 200-megawatt solar facility. The solar facility would occupy 740 acres of 2,426-acre project site located in Colbert County, Alabama, south of the city limits of Tuscumbia, Alabama, near the City of Muscle Shoals and Florence, Alabama, along US-43. The solar facility would be constructed and operated by Spring Valley Solar, LLC, a wholly owned subsidiary of Urban Grid. In addition to the No Action Alternative, TVA evaluated the Action Alternative (preferred) of purchasing power from the proposed Spring Valley Solar Project.
Customer demand for cleaner energy prompted TVA to release the 2022 Carbon-Free Request for Proposal (RFP) for renewable energy resources. The Spring Valley Solar PPA resulting from this RFP will help TVA meet immediate needs for additional renewable generating capacity in order to fulfill the renewable energy goals established TVA’s 2019 IRP. The Proposed Action would provide cost-effective renewable energy consistent with the IRP.
Public Involvement
September 2023 – TVA published a Notice of Intent (NOI) to prepare an environmental impact statement. The public scoping period closed on October 19, 2023. TVA received 43 comments which were considered in the draft EIS and are available in Appendix B of the Spring Valley Solar Scoping Report found below.
June 2025 – TVA held a 45-day public comment period through August 11, 2025. In total, TVA received 55 comments. Please note that any comments received, including names and addresses, will become part of the administrative record and will be available for public inspection. TVA considered all comments received in the final EIS and decision.
July 15, 2025 – TVA hosted a public meeting on the proposed Spring Valley Solar Project and the draft EIS at Colbert Heights High School from 6:00 to 8:00 p.m. CT. 186 individuals attended the meeting.
