Savannah Marina Deed Modification and Section 26a Approval Environmental Assessment

On February 3, 2026, TVA issued a final environmental assessment (EA) and finding of no significant impact (FONSI) evaluating a request by the City of Savannah (City) for land rights and a Section 26a permit approval for a proposed new marina on Kentucky Reservoir. The City has applied for a deed modification and a shoreline construction permit under Section 26a of the TVA Act for the dredge of an inland harbor and development of a full-service marina in Savannah, Hardin County, Tennessee. The proposed marina facilities would be sited on approximately 41.1 acres.
The proposed marina site consists of property owned by the City, and the portion below the 370-foot contour is under a TVA flowage easement which restricts certain shoreline activities. The topography and location of the proposed marina area requires a large amount of excavation to make room for the proposed project. The proposed excavation would result in 12.95 additional acres of property below the 370-foot contour, over which TVA would acquire new flowage easement rights. The proposed marina site is made up of 25.74 land-based acres and 15.36 water-based acres.
Construction of the proposed marina would allow for recreation, boat storage and fueling services that do not currently exist in this area. TVA’s interest in considering this proposal arises from its commitment to improve the area’s economic base, support sustainable economic growth, and provide public and commercial recreation opportunities. In considering this request, TVA seeks to manage reservoir lands in a way that maintains the quality of life and other important values to the people of the TVA region.
The process to formally grant the requested deed modification and Section 26a permit is separate from the NEPA process. A final decision on this proposal is expected by late 2026.
Public Involvement
On October 17, 2025, TVA issued a draft EA evaluating this request. Comments were collected from the general public, local, state, and federal stakeholders from October 17 through November 17, 2025. All comments were considered in preparation of the final EA.
