Norris Lake Serenity, LLC (Tennessee Vues at Norris Lake) Recreation Easement and Section 26a Approval Environmental Assessment

On February 11, 2026, TVA issued a final environmental assessment (EA) and finding of no significant impact (FONSI) evaluating a request by Norris Lake Serenity, LLC(Applicant) for a recreation easement and Section 26a permit approval for the proposed construction and operation of a commercial marina and associated facilities on Norris reservoir in Claiborne County, Tennessee.

The proposed marina facilities would be sited on approximately 62.67 acres of private land and inundated TVA reservoir property (the Project Area). The Project is located on and along the Norris Reservoir Claiborne County, Tennessee. The proposed Project would include 1,216 public boat slips, a floating marina store, fuel docks, a wave break, utilities to service the boat slips, land-based porticos, a boat ramp, and access roads and associated infrastructure. TVA’s action includes approval of the construction of proposed facilities within TVA’s flowage easement and approval of a 30-year easement for operation of the commercial marina.

This Proposed Action would accommodate increased recreational use of Norris Reservoir resulting from population growth in Claiborne County. In considering this request, TVA seeks to manage reservoir lands in a way that maintains the quality of life by providing recreational opportunities for the people of the TVA region.

The process to formally grant the requested recreation easement and Section 26a permit is separate from the NEPA process. A final decision on this proposal is expected in spring/summer 2026.

Public Involvement

On November 20, 2025, TVA issued a draft EA evaluating this request. Comments were collected from the general public, local, state, and federal stakeholders from November 20, 2025 through December 22, 2025. Comments were considered, as appropriate, in preparation of the Final EA.
