Hope Solar and Battery Storage Project

TVA drafted an Environmental Impact Statement (EIS) evaluating the potential environmental effects of constructing, operating, and maintaining a proposed 200-megawatt solar facility and up to 400-megawatt battery energy storage system (BESS) pursuant to a Power Purchase Agreement (PPA) with Hope SB, LLC. The proposed project is located in Clay County, MS north of West Point along US Highway 45 Alternate and would encompass approximately 1,700 acres of a 2,419-acre project area. This EIS evaluates impacts of the Proposed Action, i.e., the construction, operation, maintenance, and decommissioning of the Project, and the No Action Alternative, under which TVA would not purchase the power from the Project; Hope SB would not develop the solar facility and BESS, and TVA would meet its customer energy demands by other actions.

In August 2026, TVA completed an Integrated Resource Plan (IRP) and associated Environmental Impact Statement to evaluate the long-term demand for power in the Valley region, the demand side and supply side resource options available for meeting that demand, and the potential economic, operating, and environmental impacts of those options (TVA 2026a, 2026b). The 2026 IRP identified the various resources that TVA intends to use to meet the energy needs of the TVA region through 2040, consistent with its least-cost planning obligation and continuing to deliver reliable, resilient, and affordable energy while remaining environmentally responsible. The 2026 IRP recommends the expansion of solar generating capacity up to five gigawatts, as well as up to five gigawatts of storage capacity through 2040, depending on the level of load growth and other factors. The PPA with Hope SB would provide cost-effective renewable generating and storage capacity in response to customer demands and aligns with the 2026 IRP.

Public Involvement

September 2026 - TVA published the draft EIS for a 15-day public comment period starting September 15, 2026, through September 29, 2026. TVA will consider all comments in the final EIS.

Comments received, including names and addresses, are part of the administrative record and available for public inspection.

March 2025 - TVA issued a Notice of Intent in the Federal Register seeking comments on the scope of the project. The scoping period ended on April 14, 2025. During this time, TVA received comments from the U.S. Environmental Protection Agency and one public comment, which can be found in Appendix A of the draft EIS.
