Holston Army Ammunition Plant New River Water Intake Structure and Pump House
Hawkins County, Tennessee
In June 2026, the Tennessee Valley Authority (TVA) prepared a Finding of No Significant Impact (FONSI) for the adoption of the Final Environmental Assessment (Final EA) for New River Water Intake Structure and Pump House at Holston Army Ammunition Plant prepared by the U.S. Army Corps of Engineers (USACE). Published in May 2023, the USACE Final EA evaluates their proposed construction of a new river water intake structure and pump house at the Holston Army Ammunition Plant (HSAAP), in Hawkins County, Kingsport, Tennessee. The new river water intake facility would be located on the Holston River within the HSAAP property boundary, and the pump house would be located along the western/northern bank of the Holston River, upland adjacent to the new intake structure.
TVA requires that a Shoreline Construction Permit under Section 26a of the TVA Act be obtained prior to the construction, operation, or maintenance of any dam, appurtenant works, or other obstructions affecting navigation, flood control, or public lands or reservations across, along, or in the Tennessee River or its tributaries, including the Holston River. The U.S. Army at HSAAP requested a TVA Section 26a permit and water withdrawals for the proposed project, which prompted TVA’s need to adopt the USACE Final EA. TVA reviewed the USACE Final EA and found that it adequately addresses the potential impacts associated with TVA’s permitting action. Therefore, TVA is adopting the USACE Final EA and has prepared its own FONSI to cover issuance of a Section 26a permit to the U.S. Army at HSAAP for the components of the infrastructure project that are located within TVA’s jurisdiction, as well as water withdrawals.
