Power Supply Upgrade

Update — December 2008

TVA proposes to build about 5 miles of transmission line to power Cumberland EMC’s expanded White House Substation. The line and substation are needed for a continued supply of reliable power. Growth in the area will cause existing transmission equipment to become overloaded by 2010. Without transmission system upgrades, the area will experience power supply disruptions.

TVA’s goal is to identify a solution that minimizes impacts to homeowners, property owners, existing environmental and historical features, and planned development, while meeting the needs of the power system and keeping the overall project cost within reason.

An open house was held on August 28, 2008 in White House. Approximately 356 property owners, representing 510 parcels were invited to the open house. A 30-day comment period followed.

Following the receipt of public input, TVA evaluated the 34 alternative line segments for the new transmission line. The same considerations — environmental, land-use, engineering, cultural, and cost — were used to assess each alternative. The reviews were based on available data, aerial photography, onsite reviews, public review and comment, and property owners’ input.

Based on these evaluations, TVA has identified alternative route segments 31, 30, 29, 27, 24, 23, 9, 4, 3 and 1. Some segments have been adjusted from the routes presented at the open house.

image of transmission towerThe new line would begin at TVA’s existing Paradise-Goodlettsville 161-kV line and extend east towards the substation site, which is located east of I-65 on Sage Road (just before reaching Meadowlark Drive).

The line would be built with steel poles on new 100-foot-wide right-of-way. Approximately 39 parcels would be affected by the transmission line.

TVA will analyze the potential impact of this proposal under the National Environmental Policy Act and will minimize potential impacts to the extent practicable.

The new facilities are expected to be in service summer 2010.

Background

TVA is considering building a transmission line that would power Cumberland EMC’s expanded substation in White House, Tennessee. The line and substation are needed to relieve overloading of existing equipment and improve reliability.

By the summer of 2010, both Cumberland EMC’s Whitehouse 69-kV Substation and the 69-kV line serving the substation will be overloaded.

To provide continued reliable power to the area Cumberland EMC plans to upgrade its existing 69-kV White House Substation to a 161-kV substation and TVA plans to build 5 to 6 miles of 161-kV transmission line to power the new 161-kV substation.

TVA will hold an open house on August 28 to provide information, answer questions and accept comments. All comments will be considered by TVA in reaching a decision on the location of the new transmission line and switching station.

A total of 34 alternative line segments are being considered for the line. The line would begin at TVA’s existing Paradise-Goodlettsville 161-kV line and extend east towards the substation site, which is located east of I-65 on Sage Road (just before reaching Meadowlark Drive).

The transmission line would consist of steel pole structures on a 100-foot right-of-way.

The project is scheduled to be completed by summer 2010.

Public involvement

TVA’s process for siting new transmission projects is designed to allow public input at all stages. TVA is committed to working with area stakeholders to address concerns during the course of the project. Comments received during the comment period will be used in reaching a decision on the proposed action.

TVA held an open house on August 28, 2008 to discuss the proposed transmission line project. A 30-day comment period followed. Any comments received, including names and addresses, have become part of the administrative record and will be available for public inspection.

Environmental reviews

The appropriate National Environmental Policy Act review will be conducted to ensure that the environmental impacts are minimized. TVA attempts to minimize any land requirements, private property impacts, and environmental impacts associated with this project.
