Power Purchase Agreement for Chattanooga Airport Solar Array

On October 14, 2011, TVA issued a finding of no significant impact (FONSI) for its actions to enter into a power purchase agreement with the Chattanooga Metropolitan Airport Authority. Under the terms of this agreement, TVA would purchase the electricity generated from a planned solar photovoltaic facility at the Chattanooga Metropolitan Airport in Hamilton County, Tennessee. The facility would be located on 12 acres of airport property near its western border. It is to be constructed in phases with an eventual capacity of 3 megawatts. TVA’s purchase would be for 1 megawatt of power, to be delivered through an interconnection with the local power distributor, the Chattanooga Electric Power Board. TVA may later consider purchasing more power from the facility.
On May 3, 2011 the Federal Aviation Administration (FAA) issued a final environmental assessment (EA) and FONSI for the project. After independent review of the FAA final EA and its associated reports and findings, TVA determined that the FAA analysis and documentation adequately encompassed the potential for environmental impacts of TVA’s actions. Consequently, TVA has adopted the EA prepared by the FAA.
